GENERAL SUMMARY

Responsible for maintaining, monitoring, and coordinating the Houston Housing Authority’s cyber security, Local Area Network, Wide Area Network, personal computers, printers, routers, switches, telephone equipment, servers, electronic devices, production jobs, system backups, and the computer room environment. Specific duties may include the following, as designated by the Director of Information Technology. This position requires strict confidentiality of Houston Housing Authority’s information and data. Reports to the Director of Information Technology.

 

PRINCIPAL DUTIES AND RESPONSIBILITIES

  • Performs system Backups and Restoration of the network servers.
  • Supports, maintains, and administers User Account information, including rights, security, and Systems Groups.
  • Set up the Domain Auditing and Security Policies to audit resources & events.
  • View and archive security logs using Event Viewer.
  • Effectively plan, implement, maintain, and support information systems in a wide range of computing environments with Microsoft Windows Server and Microsoft BackOffice.
  • Supports, monitors, tests, and troubleshoots hardware and software problems pertaining to Local Area Network (LAN).
  • Maintain data files and monitor system configuration to ensure data integrity.
  • Secure network resources using the Security and the Shared Permissions feature.
  • Detects, diagnoses, and reports network-related problems on both Windows server and Windows desktop systems.
  • Troubleshoot local and wide area network connectivity.
  • Troubleshoot server-based and end users’ applications.
  • Keeps abreast of the latest Technical software, upgrades, patches, and service releases, to keep the network servers and workstations loaded with up-to-date software.
  • Installs Service Packs, Service Releases, and Patches on the servers and on the end user workstations.
  • Installs applications on the end user workstation, configures them, and sets up their defaults.
  • Provides end-user support for all LAN-based and locally installed application software.
  • Installs & sets up profiles and policies on workstations and on the domain servers.
  • Works with IT staff on any special projects that are required from the department.
  • Keeps the end user workstations loaded with an up-to-date version of the Anti-Virus software, to protect the system from any old or new virus invasion via e-mail attachments, or through copying files from external sources.
  • Maintains information in the Microsoft Exchange Directory stores, mailboxes (Creates, deletes, and updates users' Mailboxes and Distribution lists), custom recipients, connectors, monitors, distribution lists, and other objects.
  • Maintains the Exchange Server Public Folder and user permissions for each folder.
  • Support and maintain security cameras at the main office and other sites.
  • Will be the backup for the Network Administrator.
  • Performs other duties as assigned.

 

KNOWLEDGE, SKILLS, AND ABILITIES

  • Expertise in identifying potential hazards, conducting risk assessments, and implementing mitigation strategies to prevent accidents and ensure a safe work environment.
  • Ability to effectively communicate safety policies, procedures, and risks to stakeholders, including employees, management, and external partners, while fostering collaboration across teams.
  • Strong ability to analyze safety-related issues, evaluate solutions, and make informed decisions to address challenges and improve safety practices.
  • Knowledge of Dell Servers and SANs technology.
  • Knowledge of managing cybersecurity platforms like Artic Wolf MDR, Halcyon, Fortinet, EDR, and Mimecast.
  • Knowledge of routers and switches.
  • Knowledge of Windows Server/Desktop operating systems.
  • Knowledge of network cabling. 
  • Knowledge of Microsoft Office tools

 

 

COMPLEXITY / SCOPE OF WORK

  • The employee performs a moderate number of routines and generally related tasks. 
  • Assist in establishing procedures to assist in determining the course of action by supervisors or employees.  
  • Tasks frequently must be coordinated, integrated, and prioritized.  
  • Some computer applications may be challenging to accomplish and require resourcefulness and extra effort by the employee.  
  • The employee may exercise independent judgment when dealing with unusual circumstances.
  • The employee's work affects the Houston Housing Authority's housing programs and its residents. 
  • Successful accomplishment of duties by the employee can enhance the Houston Housing Authority's ability to provide housing that is decent, safe, sanitary, and provides adequate services for its residents.  

 

 

G   GUIDELINES

  • The employee refers to Houston Housing Authority and HUD guidelines and to application manuals in performing work. These guidelines cover most job-related situations although the employee frequently is required to use independent judgment in making decisions. If guidelines do not cover a situation, the employee consults the supervisor or makes a decision based on the circumstances.

 


SUPERVISORY CONTROLS

  • The employee receives instructions from the Director and Assistant Director of Information Technology.  
  • Courses of action, deadlines, and priorities are established by procedures, the supervisor, or the employee, depending on the assignment.  
  • Routine duties are initiated and completed by the employee without supervisory direction.  
  • Instructions to the employee may be general or specific in nature.  
  • Complex problems or situations not covered by instructions are usually referred to the supervisor for concurrence.  
  • The employee's work is reviewed occasionally for accuracy, completion, and compliance with policies and procedures.
  • The employee has no supervisory responsibilities.

 


PERSONAL CONTACTS

  • The employee has contact with Houston Housing Authority employees at all levels and with various categories of persons including; Software Support vendors, Service Engineers and Hardware vendors. 
  • Contacts are made to verify, give, obtain or clarify, provide information; coordinate, advise, or resolve computer related problems.

 


PHYSICAL DEMANDS / WORK ENVIRONMENT

  • May experience prolonged periods of sitting at a computer screen.
  • Work is principally sedentary but may involve physical exertion, such as kneeling, crouching, or lifting computer hardware (CPU, monitors, printers, etc.), and eye strain from working with computers and other office equipment.
  • Work involves the normal risks and discomforts associated with an office environment, it may at times be in computer mainframe rooms, but is usually in an area that is adequately cooled, heated, lighted, and ventilated.

 

 

 MINIMUM QUALIFICATIONS

  • An Associate Degree in Cyber Security or Information Technology related, or some college credit working towards a Bachelor's degree in Cyber Security or Information Technology. 
  • Minimum of two (2) years of work experience or an equivalent combination of education and experience.  
  • Willingness to travel to various Houston Housing Authority locations. 
  • Must have supported 150+ users in the past. 
  • Must maintain confidentiality.
  • Bondable. 
  • Valid Texas driver’s license or obtain such within the first thirty (30) days of employment. Must have a personal vehicle.
  • Eligibility for coverage under Houston Housing Authority fleet auto insurance.

 


PREFERED 

  • Two years of Cybersecurity experience.
  • Information Technology Experience.
