Position Summary
This position is responsible for administering and optimizing Grant PUD’s monitoring and alarming system and related components for all transport, networks, and telecommunication infrastructure, to achieve and maintain high performance and availability of Grant PUD’s telecommunication and network infrastructure to support the reliable operation of Grant PUD’s wired and wireless network infrastructure.
This position is responsible to understand Grant PUDs network infrastructures and to coordinate and administer the engineering standards, Grant PUD policies, and departmental procedures to deliver a carrier class network using the customer service model for the Telecom and Fiber Services department to achieve and maintain high performance and availability.

Essential duties and responsibilities may include, but are not limited to, the following:
- Ensure departmental processes and procedures comply with and are aligned to Grant PUD policies, engineering standards, system owners and customers direction.
- Understand, develop and maintain controls and processes in alignment with NERC Critical Infrastructure Protection (CIP) regulatory guidance; accountable for performing work as required to achieve and maintain applicable regulatory compliance.
- Maintain accurate records within the Telecom & Fiber Services department to facilitate accurate cost allocations and correct budget spending; manages the policies, procedures and documents regarding telecommunication and network systems, policies and procedures.
- Coordinate with Telecom Engineering to build a design to operations plan for each network, system, and projects.
- Coordinate with Telecom Engineering to understand appropriate network designs and standards.
- Perform calculations required to verify system integrity based on Telecom Engineering standards.
- Coordinate with other departments, system owners, and subject matter experts to build processes to communicate to both internal and external customers for all system outages and maintenances.
- Provide operational expertise and input for fiber network training, standards, process improvements, and guidelines.
- Develop and maintain a productive partnership with peers in other departments.
- Provide status updates on operational issues and system status to leadership.
- Provide proper documentation of costs for budgetary reasons.
- Demonstrates excellent organization, communication, and knowledge of the system.
- Demonstrated commitment to Grant PUD’s mission, vision, values, strategic plan and Grant PUD / IBEW Local 77 Code of Excellence. The incumbent should be familiar with these organizational priorities and behave in a way that aligns with these expectations.
- Understand and adhere to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures.

Required Qualifications (Education, Experience, Licenses & Certifications):
- Associate’s Degree in information technology, electrical engineering, telecommunications, computer science or related field OR 2 additional years of relevant experience in lieu of degree.
- Five or more years of fiber optic and telecommunications experience.
Preferred Qualifications (Education, Experience, Licenses & Certifications):
- Bachelor’s Degree in information technology, electrical engineering, telecommunications, or computer science.
- Related Certifications including, but not limited to: CompTIA Network, CCNA, CCNT, CCNP.
Other Knowledge, Skills, and Abilities
- Knowledge of Network Management Systems (NMS), Networks, Routing and Switching, Cyber security and IP Telephony.
